WWII POW message mail Paris France stamp cover rare VF

Here is one of several covers I recently acquired from the collection of an elderly gentlemen in the midwest.  They were each carefully kept in a heavy plastic sleeve and many had inserts with information about the item. You can see there is information written about this cover on a seperate piece of paper that was in the sleeve. I am not a collector of old stamps/covers, etc. I will read to you the information provided. 'France WW2 POW Mail ,  date: Feb. 3, 1940 official Hc(VF) Paris (Gov't.HC) + Paris Red censor on 70c Postal Card + 10c stamp (arch of Triumph pcd-blue) To refugge, POW camp (Internment) at Neufchateau, France from Uncle in Guebville. IA message mentions Fluchtlings Geld. Possible Judaica. Grade: VF'.      I don't understand what some of that means, but if you're a collector, you probably do. I don't read French so can't tell you what it says. Shows some wear, but for age, etc, in great condition!!
