Vintage Movie Photography Film Projector Accessory

Offered for auction is an item I know absolutely nothing about,  but do believe it is used in photography/movie type activities. There does not appear to be any damage to the wind-out piece or any other damages,  but my knowledge is so limited I truely cannot state as fact.  Please use the photos for condition and ask specific questions if need be.  There are no maker/manufacture names/markings other than a number.  The piece measures approximately 9 3/4" in diameter.
