Ant. Wheaton #12 Wrench Mechanics Farm Tool Railroad ?

Antique wrench.  Marked "Wheaton" on one side and "NO 12 S" on the other side--I think it is an "S" next to the "NO 12".  Wrench measures about 9 1/2 inches overall.  I don't know what this was used for; could it be a railroad wrench?  (If you know please let me know.)  It is in good used condition with surface rust and some pitting.  It appears as though someone was using a hammer on it to turn it--see pic 8.
