I believe that this 6" tall ceramic girl figurine is supposed to hold knitting needles or crochet hooks.  In between her hands is a spool of thread made to look like she is winding it, on her backside she has 2 holes.  One is in the top back of her hat and the other is in the satchel she is carrying on her side.  This girl is wearing a yellow dress with a white apron and has no defects other than she needs a good cleaning.
