This is a Minori film editor for 8mm and 16mm film.  I have never used this personally, but plugged it in and the light goes on.  It appears to be in very good condition, other than the scratches on the inside of the case (as shown in the picture).  It has a customs stamp on the exterior of the case that says Inspected Luggage.
