Q: So is this a  reprint or a copy?

A: These are originals, NOT reprints. An original is an item that has never been produced before. A reprint is a copy of something that has already been done.
Topps has done many 50s reprints for example. Reprints aren't as valuable as originals because they involve no creative process, and the originals will always be more valuable.
To create these art cards, old black and white photos were professionally restored and colorized, and backs were created in a time-capsule style to create vintage cards.
Limited printing of only 200-500 cards, quality design, and nostalgic content are the factors that make them valuable to collectors.
