On the bottom of the box it does list(The name,likeness and signature of Casey Mears are under license granted by HGL, LLC and the likeness of the #25 National Guard Chevrolet is used under licenses granted by HGL, LLC.

The reason that this car has the number 24 is because it was run in the Busch series. Casey ran cars in the 2007 Busch series with the Unit Crest of a National Guard Unit from the state where each track was located. Most of these cars were given to recruiters as incentives for new recruits or as tokens of appreciation to soldiers returning from deployments.
