This is a painting on an antique tin ceiling panel and mounted on wood.  This particular tin has a sort of 'pebble' texture which, when the light reflects looks like snow coming down over the lake.  Perhaps this is what the artist had in mind when he composed this lake.  Wind driven clouds seem to be 'moving' from East to West.  This is by the famous contemporary artist, Mladen 'Gino' Novak.  M. Novak is an émigré from Croatia (former Yugoslavia) and now makes his home near Washington, D.C..   He is featured in local galleries and is also listed in the galleries manual there.
