The figure is one of the few Agent John Doggett out there styled from the episode Medusa from Season 8.

Very few are still for sale, only 2500 were produced, so this is a great collectible for an X-Files Fan. I'm one as well, I collect everything from the show and mostly trying to find one figure I'm missing I have to take some that I already have.
