Here's my take on the item:

This is a brand new Shimano 6 speed 14-28 freewheel assembly. This is a freewheel (screw on not cassette) with a 14-28 gear range. Freewheels are found on older bikes, less expensive mountain and hybrid bikes and a few lower end road bikes.
