Journalist Ron Suskind's exposé, THE ONE-PERCENT DOCTRINE, is a highly sourced insider account of policy-making in the George W. Bush administration. Bush and Vice-President Dick Cheney as they wage war on terror. The title refers to Vice President Cheney's statement that if there is a one- percent chance that the enemy has weapons of terror, action must be taken, Suskind critiques the way the Bush administration uses, or does not use, intelligence and the intelligence community, and faults it for a zero-tolerance policy on dissent from seasoned staff.
