Journalist Ron Suskind's exposé, THE ONE-PERCENT DOCTRINE, is a highly sourced insider account of policy-making in the George W. Bush administration. Suskind provides sometimes lengthy and detailed renderings of meetings and discussions that reveal the thinking processes and managing styles of both President George W. Bush and Vice-President Dick Cheney as they wage war on terror. The title refers to Vice President Cheney's statement that if there is a one- percent chance that the enemy has weapons of terror, action must be taken, Suskind critiques the way the Bush administration uses, or does not use, intelligence and the intelligence community, and faults it for a zero-tolerance policy on dissent from seasoned staff. He sees an administration in which force of personality prevails--and that avoids checks and balances built into the system, including Congressional oversight.
