These metallic party beads are new, but are from China (what isnt, right?) and like most of these kind of things you will find that the paint job on them is not absolutely perfect on all of them. (There are more  paint chips on the shoes than on the hats and I have lowered the price because of that.) What I mean is that you might find  paint chips or a mold marks from bring mass produced. Personally- I feel that when most people pick up these kinds of beads you don't really look for perfection- I just always like to be up front about all my items so that you know exactly what you are buying.
