This pattern is contained in the October 1994 issue of The Cross Stitcher magazine. This Christmas Village tree skirt is done on a jute tree skirt by Wichelt Imports (I don't know if these are still available) and is 10-count. The skirt measures 26" in diameter and meant for a tabletop tree. It says the 50" diameter skirt is good for floor trees. Buttons and charms are used on the pattern.
