In signing the welfare reform legislation of 1996 President Clinton declared that it would 'end welfare as we know it.' Handler and Hasenfeld provide ample evidence to illustrate that welfare-to-work programs have had little success over the pass 30 years, and there are no reasons to believe that the current legislation will work. . . . According to the authors, what really needs reforming is the deteriorating low-wage labor market that has contributed to an expanding low-wage working class and extreme poverty, especially for women and children. Handler and Hasenfeld contend that jobs, particularly living wage jobs, are not being created in response to the demands and needs of the working poor. To move recipients, including the working poor, out of poverty it is necessary to refocus efforts on eliminating poverty and reforming the low-wage labor market. All levels. Annotation copyright H.W.
