Movie description
In a city shrouded in steam, criminals learn to take advantage of the obscuring fog to aid their wicked schemes. Fortunately, an orphaned boy genius named Narutaki, along with his assistants, nurse Ling-Ling and her megamaton Goriki, has taken it upon himself to make sure these criminals are stopped. The son of a slain detective, Narutaki has made it his life's work to protect Steam City from the evils of the criminal underworld. In this edition, Ling-Ling gets held hostage by Dr. Guilty! Narutaki leaps to her rescue, but it soon becomes clear that Dr. Guilty has more evil in mind than a mere kidnapping. Later, when Knight Phantom seems bent on destruction, Narutaki really has his hands full!

Movie Plot
Steam City is under attack! A chance run-in with Dr. Guilty turns Ling Ling into a hostage. Narutaki springs into action, but when the doctor reveals the damage he intends to unleash, it becomes clear that much more than a friend is in danger.
