These two ladies seem to be made of some kind of plaster.  The holes in their hats couldn't hold anything larger than a taper candle in my opinion.  The blonde measures 6" high by 5" across and has two chips in her hat, glue on one eye and some finish missing on one square on her shoulder.  Numbered 1017 on the back.  The brunette measures 6 1/4" high by 5" wide and has a chip on her hat and a repaired section on her hat  They are not perfect but very unique.  Bows and flowers are all intact.  As is.
