Sears Rivet Tool ? removing or pressing ? do you know?

Rivet tool, Sears 974761 Made in USA US Pat No 3.596.496 imprinted on this tool, approx 9 1/4" long, 7 1/4" between handle ends when spread open as in photo, normal toolbox wear, looks great, tool weighs 12.7 ounces, If this is not for rivets-I apologize as I really am not positive of it's use.  I can't find a similar one on ebay? not sure if it removes or presses rivets or what it does for sure? (have a similar older one that I just listed seperately that doesn't have a part no and patent pending).
